Role Overview

The Human Resource Generalist is responsible for completing a wide range of value- added services and tasks to support the daily operations of the Human Resource (HR) department. The duties will include but are not limited to audit and processing of agency payroll, ensuring completion of pre-hire process and onboarding of new hires as well as offboarding of staff, maintenance of related departmental processes and Standard Operating Procedures (SOPs), ensuring consistent application of state and agency policies and guidelines, oversee the agency’s summer intern programming, maintaining all employee files, and planning and facilitating employee engagement events and activities. Will work with other members of the department and internal partners to create and provide a positive and productive culture and employee experience for all agency staff. 

 

Salary Statement

The salary for this position starts at $56,770 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Manage the day-to-day departmental administrative tasks and serve as the initial point of contract for, but not limited to, payroll audit and compliance, onboarding, benefits queries, leaves of absence, employee transactions, and state as well as agency policies and guidelines.
  • Update and maintain the onboarding process and educate newly hired employees on internal procedures and processes, policies, and benefits.
  • Oversee the FML, Disability and Leave of Absence process and manage all requests, documentation and related communications ensuring compliance with all government regulations. 
  • Collaborate with internal partner groups such as Finance, Legal and IT on various tasks and serve as a liaison between external partners including the Office of State Comptroller and State Personnel Department.
  • Provide HR policy guidance and interpretation to agency leadership and employees.
  • Maintain all employee files and records, ensuring compliance with all relevant laws.
  • Produce and provide reporting to various stakeholders on general HR activity.
  • Review, oversee and document compliance of employee training. 
  • Create and oversee employee engagement plans and initiate activities for various employee events and their logistical requirements, in collaboration with other team members.
  • Participate in building and maintaining an engagement strategy to foster a positive work culture and attract top talent. 
  • Analyze trends and metrics related to responsibilities in order to make recommendations for changes or adjustments to processes, programs, and policies.
  • May assist with talent acquisition and other HR-related matters as needed.
  • Keep up to date on latest HR trends and best practices.
  • Perform other duties as assigned.

     

What You'll Need for Success:

Education:

  • Bachelor’s degree in human resources, business administration or related field required.
  • SHRM or PHR certification a plus.

 

Experience: 

  • Minimum 3 years’ experience working in Human Resources.
  • Experience working in and maintaining data in HRIS systems.
  • Payroll experience and knowledge of FLSA guidelines.
  • Advanced computer skills, including payroll and HRIS systems, communication tools, and superb literacy with Microsoft Office suite, including SharePoint, Outlook, Excel.
  • Deep understanding of labor laws related to hiring, compensation, benefits, employee relations and compliance.
