Collectively, NV's interlocking programs are designed to bolster the capacity of the early education and care system, in Massachusetts and across the country, to:

1) Recruit, retain, and develop a professional workforce of early educators and administrators,

2) Support educator professional development and program quality to promote excellence in education and ensure that children reach developmental and literacy milestones, and

3) Meet the full-scope wraparound needs of vulnerable children and families to ensure that they enter classrooms ready to learn and to thrive.

The Policy Analyst, reporting to the Chief of Policy, will be responsible for supporting Neighborhood Villages' state and national child care policy portfolio. In Massachusetts and nationally, there are significant opportunities for reforming our early education and care sector. The Policy Analyst will be immersed in the policy landscape, contribute to Neighborhood Villages' policy positions and

resources, and produce related data analyses and writing. Duties and responsibilities are detailed below.

Principle Duties and Responsibilities:

  • Possess and maintain deep knowledge of state and federal child care legislative and regulatory policy
  • Conduct and support analysis related to Neighborhood Villages' priority policy areas
  • Closely track relevant legislative and administrative processes, including but not limited to budget cycles, legislative process, administrative board meetings and hearings, and regulatory notice and comment opportunities
  • Develop materials, inclusive of white papers, advocacy tools, and issue briefs that can be used for public education purposes or to advance policy priorities
  • Engage in opportunities for Neighborhood Villages to inform municipal, state, and federal child care policy creation and implementation
  • Establish and maintain relationships with Massachusetts departments and agencies, state and federal legislators, and partner organizations
  • Collaborate with partner organizations on policy efforts
  • Complete other activities as related to the policy work of Neighborhood Villages

Qualifications:

  • Bachelor's degree
  • Master's or J.D. degree preferred
  • Demonstrated experience in policy, advocacy, and/or legislative processes
  • Exceptional writing and communication skills
  • Experience managing complex projects
  • Ability to independently manage time and handle multiple tasks and priorities
  • Attention to detail
  • Strong ability to work in a collaborative environment

Compensation and Benefits: Neighborhood Villages is committed to providing competitive compensation and benefits commensurate with the professional qualifications and responsibilities of its staff. The salary range for this position is $70,000-$80,000.
