Public Safety Dispatcher Supervisor with strong leadership skills to join the team. The successful incumbent will be thoroughly familiar with the Police Department's dispatch procedures; demonstrate a full understanding of all applicable policies, procedures, and work methods associated with assigned duties; train and supervise lower-level Public Safety Dispatcher positions; and perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS: The
Public Safety Dispatcher Supervisor is the supervisory level class and requires prior experience in public safety emergency dispatch. This classification is distinguished from the next lower classification of Public Safety Dispatcher by the performance of supervisory responsibilities and technical expertise.
SUPERVISION RECEIVED/EXERCISED: General supervision is provided by the Public Safety Communications Manager. Functional supervision is provided by the on-duty Police Watch Commander. Incumbents are required to train and provide functional and technical supervision to Public Safety Dispatchers.
WORK SCHEDULE: This position works a varied shift schedule, including nights, weekends, and holidays.

- Supervises and participates in the full array of duties assigned to classes in the Public Safety Dispatcher series.
- Receives, records and assigns call types and prioritizes incoming calls for law enforcement, fire, medical, emergency, and other Department services.
- Dispatches units based on the nature of the call, resource availability, assigned geographical area, and location of the call; monitors unit status.
- Dispatches police personnel to routine and emergency calls and monitors the assigned units to ensure officer safety and additional support needs; provides officers with information regarding suspect identification, warrants, gang affiliations, offender registration, license status, vehicle registrations.
- Answers incoming business and emergency calls; takes complaints, and requests for information from citizens and where appropriate refer calls to appropriate parties.
- Operates teletype and computerized law enforcement information systems to update information or retrieve information in response to officer requests.
- Enters information into the Computer Aided Dispatch system.
- Assists other law enforcement and fire agencies as necessary.
- Assists the Police Watch Commander in various administrative tasks.
- Assists in the development of and application of training for new hires and experienced Dispatchers.
- Involved in collateral assignments and committees that complement the Communications Center such as quality assurance, patrol/communications, fire/communications, technology update projects.
- Plans, assigns, evaluates, and supervises the work of Public Safety Dispatchers to the Communications Center, maintaining standards through leadership, accountability, praise, and discipline.
- Participates in the development of policies and procedures and monitors work activities to ensure compliance with established policies and procedures.
- Monitors computer operating systems, hardware, and network equipment to identify issues and works with outside vendors and technical staff to resolve problems.
- Identifies training needs, coordinates and oversees the training program, and works with trainers to overcome trainee deficiencies.
- Performs and directs communication activities in routine and emergency situations, resolving operational conflicts between personnel and service recipients at the field level.
- Determines priorities and performs multiple tasks simultaneously in a fast-paced, high-stress, emergency work environment.
- Performs other related duties as required.
Minimum Qualifications Minimum Qualifications The following are minimum qualifications necessary for entry into the classification:
Education: - Associates of Arts/Science degree or the completion of 60 semester units from an accredited college or university. (Must be attached to your application)
Experience: - Possess the equivalent of four (4) years of Public Safety Dispatcher experience
- Highly preferred experience as a Communications Training Officer
License, Certificate and other Requirements: - Possession of, or the ability to obtain, a valid class C California driver's license
- Public Safety Dispatcher Supervisory Certificate issued by the California Commission on Peace Officer Standards and Training (POST) within twelve (12) months of hire
- Current City of Oxnard Police Department Employee
Other: - Must have an overall "Successful Performance" rating on all performance evaluations for the past two (2) years
- No disciplinary action greater than a LOR in the past two (2) years
- Applicants must be willing and able to work any shift assignment, including 12 hour shifts with an 8 hour payback every other week with rotating shifts, holidays, weekends, and overtime as required.

There is currently one (1) full-time vacancy within the Police Department. NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions: Upon retirement, for "safety" employees, the City's contract with CalPERS offers a defined benefit plan based on a formula of 3% at age 50 for "classic" members and 2.7% at age 57 for "new members". Upon retirement for "miscellaneous" employees, the City's contract with CalPERS offers a defined benefit plan based on the formula of 2.0% at age 55 for "classic" members and 2.0% at age 62 for "new members". The City of Oxnard does not participate in social security.
Annual Accrual Rates: Full time employees accrue annual leave at a rate of 10.11 - 14.75 hours per pay period based on years of service.
Deferred Compensation: The City contributes 1% to a deferred compensation program.
Bilingual Pay :
A regular full time employee may receive bilingual pay at the rate of $125.00 bi-weekly for Spanish speaking and $62.50 bi-weekly for bilingual services in a designated language other than English or Spanish to the extent the employee is required to provide bilingual services determined by the City Manager or designee.
Health and Dental: Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $66.79 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054.00 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $66.80 per month towards dental insurance.
Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $200 per fiscal year for work related coursework.
Retiree Medical Trust: All members of the bargaining unit participate in a Retiree Medical Trust benefit. Eligibility requirements must be met to receive benefits.
